The Brighton midfielder is due to seal his move to Anfield on Friday after a British transfer record fee understood to stand at £110 million was agreed.
Klopp’s side turned their attention to Caicedo, who was heavily tipped to join Chelsea, following Southampton’s refusal to lower Romeo Lavia’s asking price.
But the Reds’ manager is continuing to exercise caution with the Ecuadorian still believed to have his heart set on a summer move to Stamford Bridge.
He said: “I can confirm the deal that the club has agreed, I don’t know what it means exactly, the player and agreement we will see.
“What changes is we have not endless resources, we didn’t expect a couple of things happening and then it happened.
“I have told you what I know. Besides that we cannot share.
“Let’s see what happens.”
Klopp also addressed previous comments he made in recent years about refusing to sanction deals north of £100m while in the Anfield hot seat.
“Everything changed. Do I like it? No But did I realise I was wrong? Definitely,” he added.
“We as a club have to try and make sure with our resources we get the best possible team together. We really try everything to bring together the best team or squad for us.
“That is the idea and we are not in dreamland and it is not we can just point at players and bring them in. There is a lot of work to do.
“Sometimes one door closes and the other opens up. If people want to throw my quotes from five or six years ago, absolutely no problem.
